I agree. My understanding is that the patients cannot leave the hospital grounds without either a pass or an escort. I'm pretty sure they can't just leave for a "cigarette break". If I suspected anyone of being a patient smoking there or if I felt threatened at anytime, I would not hesitate to call the cops. Maybe after a few such incidents the hospital would do something.
It's not the cigarette butts I'm worried about, it's the lax security that seems to happen over at the hospital. Is it me, or does it appear to be a fairly regular occurance when someone deemed a violent offender just walks off the grounds and goes missing. Probably more so now with this new "smoking" policy. I even wonder how many times it's happened where it hasn't been reported.
Being realistic, I suspect some of these violent offenders are smokers too and will end up at this parkette, around our kids.
Not trying to be insensitive to those with mental health problems. Not all individuals in the hospital are dangerous (I suspect most aren't). However, does anyone remember this?

I'm sure they're not the only dangerous offenders at the WMHC. We're going to have individuals like this smoking right across the street from some of our homes. I appreciate they're "not guilty" by reason of insanity (although, I say a more accurate description is "guilty by reason of insanity"). However, that doesn't mean they shouldn't be locked up if they're a danger to society.
I have to ask, who's rights are more important? Those of the dangerous patients from the hospital OR those of our innocent unsuspecting kids? The perfect storm is brewing here and I only hope something is done before one of our kids becomes a victim.
Maybe a class action lawsuit against the hospital & the town is in order to force some changes
before someone gets hurt?
