I have seen some houses in our Community with signs in front of their houses.

This appears to be part of the Community in Blooms for Whitby.

What do the signs mean as they have been updated.

Some say:

COMMUNITY BEAUTIFICATION
and
HONOURABLE MENTION

Are they winners and which one is a better award.
